Based on the color of the apartment buildings, my guess is Mokdong.

Does the reader have any more information about the photograph? As in, “I’m stalking the girl who took this picture and she lives somewhere in MokDong”?
It’s Topyeong – I visit those building twice a week.
I have always like there roof design, but wondered why they put those big metal structures on each rooftop – my friends live there.
