The big news today is coming from the ordinarily lovely town of Naju, where a seven-year-old girl was abducted and raped by a yet-unknown assailant.

The victim is alive, but her colon was ruptured, requiring some of it to be removed, and certain other parts of her body sustained serious injuries.

Even President Lee had something to say about it. Making an emergency visit to KNP headquarters to hear a report on the situation, he apologized on behalf of the government and offered his condolences to the family.

Police in Naju have arrested a Chinese man as a potential suspect. The man ran when police tried to question him, but police don’t know if that’s because he did it or because he may be an illegal alien. Another strong suspect, according to police, is a guy in his 20s with whom the girl’s mother was playing computer games with at a local PC cafe until the early morning hours Thursday.

The crime couldn’t come at a worse time. From Yonhap:

The grisly case was reported by local media just hours after Prime Minister Kim Hwang-sik and 30 senior officials of the government and the ruling Saenuri Party met and agreed to expand the use of chemical castration for sex offenders as part of efforts to root out repeated assaults against women and children.

The meeting came in the wake of recent sexual assaults victimizing women and children and violent crimes targeting citizens at random, which have stoked widespread concerns on public safety. Last week, a convicted sex criminal attempted to rape a woman in eastern Seoul before stabbing her to death, although the suspect was wearing an electronic tracking device at the time.

UPDATE: The guy who was playing computer games with the girl’s mother has been arrested in Suncheon, and the Seoul Shinmun is reporting he’s confessed to the crime. The Chinese dude, on the other hand, was apparently just an illegal alien.
