Hey, at least USFK personnel are getting booked for fewer offenses this year (sorry, can’t link to individual Korea Herald articles):
A total of 158 members – including soldiers, their families and civilian employees of U.S. nationality – were booked between January and August, the agency reported.
The figure represents a 23 percent decrease from the 205 who were booked during the same period in 2007.
Most were booked on charges of violence, although violent crime has gone down. Further down the list were charges related to traffic accidents, larceny, sexual misconduct and gambling.
None of the 158 were actually detained, however.
The decrease in crime was attributed to the tougher disciplinary guidelines of the Korean police and US military.

I don’t see how tougher KNP disciplinary guidelines would apply here, since it implies that the KNP has tougher guidelines regarding the behavior of its own troops.
