No Dogs, Black People and Mongolians Allowed

The South China Morning Post reports that Chinese police have asked bar owners in Beijing’s Sanlitun district not to allow in black people or Mongolians:

Bar owners near the Workers’ Stadium in central Beijing say they have been forced by Public Security Bureau officials to sign pledges agreeing not to let black people enter their premises.

“Uniformed Public Security Bureau officers came into the bar recently and told me not to serve black people or Mongolians,” said the co-owner of a western-style bar, who asked not to be named.

The racism regarding black folk aside, what the hell did the Mongolians do to get into the Public Security Bureau’s doghouse?

Danwei, incidentally, thinks this story may be dubious at best.

    My BS meter went up immediately. I cannot see any reason why the PSB would think Mongolians and black foreigners needed to be banned from bars. There is no real Chinese media equivalent of the drug-pushing, pedophile English teacher or grandma-raping GI, hence, no public perception of the need for vigilance.

    Glad to see respected Danwei call out this story. Published reports about China especially need to be read with a critical eye, whether from a domestic or foreign source.

    The NY Times said in an article that such information, regarding banning blacks and Mongolians is a rumor, thus not true.

    What is true is that the CCP is locking down many establishments to avoid problems and they will conduct “background checks” on foreign entertainers that come to China so as to “protect their sovereignty.”

    . . . the background credentials of performers from foreign countries, Hong Kong, Macau and Taiwan will be scrutinized carefully

    It sounds the band of thieves is still feeling guilty.

    There’s a new Google ad popping up and it’s hilarious - a lovely young, busty Asian woman held in the arms of an overweight, plain-looking white guy next to the words, “Looking for an Asian bride?” Wonder if it was triggered by the mention of Mongolian prostitutes.     FEARS of a “no fun Olympics” are growing as security restrictions increase and become more bizarre with less than 20 days to go until the opening ceremony.

    Beijing police have been visiting bar owners in the popular Sanlitun area and asking them to sign pledges agreeing to not serve black people or Mongolians and ban activities including dancing.

    Bar owners said that police have been clamping down on black people and Mongolians, who are sometimes implicated in drug dealing and prostitution, as part of an Olympic clean-up campaign that they and locals fear will make for a secure but sterile Games.

    Maggies, Beijing’s most notorious expatriate bar, referred to as the “Mongolian embassy” because of its popularity with Mongolian prostitutes and Western men, was shut suddenly about two months ago after a reported murder.

    The gay bar Destination has also been ordered to shut down its dance bar until further notice.

    And in a separate move, the Ministry of Public Security announced at the start of the month that from October 1, discos, karaoke bars and other entertainment venues must install transparent partitions in previously private rooms, and ensure staff dress more modestly as part of an effort to crack down on prostitution and drugs.

    The Minister of Culture announced on Thursday that all overseas entertainers who have ever attended activities that “threaten national sovereignty” will be banned. This follows an outburst by Icelandic singer Bjork at a Shanghai concert on March 2, which sparked an official investigation.

    Bjork shouted out, “Tibet, Tibet,” after performing her song Declare Independence.

    A notice on the Ministry’s website on Thursday said that entertainers who “threaten national unity”, “whip up ethnic hatred”, “violate religious policy or cultural norms” or “advocate obscenity or feudalism and superstition” will be banned. “Feudalism and superstition” are often code words used by the Chinese Government to refer to Tibetans loyal to the Dalai Lama. The move follows the detention of several prominent Tibetan singers.

    Beijing CBD businesses are reporting increasingly bizarre restrictions on couriers. This includes a ban on transporting CD-ROMs through the city, and mobile phones or GPS devices can only be sent if their batteries are delivered separately. This is on top of postal restrictions on sending liquids and powders.

    At least six big bars and restaurants inside the Beijing Workers’ Stadium compound - where Olympic soccer matches will be held - have been ordered to shut ahead of the Olympics and during Games time.

    Hundreds of armed checkpoints on the main roads coming into Beijing were introduced two weeks ago, and non-Beijing-registered vehicles have been banned until after the Olympics, a move that is causing massive delays and extra costs for businesses.

    More animosities toward Chinese come from Outer Mongolians. It is well understood and even Chinese nationals know they are not welcome when they go to Mongol. Mongolian Yuan dyansty is widely taught as part of Chinese history and not “foreign invaders” so with exception of few Fenqing who believes in Han Chinese domination. Chinese government and most of Chinese accept the glory of Genghis Khan and his sons as its own whether you like it not.

    As far as Inner Monoglians are concerned, due to few numbers of them living outside of their hometown, they are treated with “novelty” and carry prejudices like heavy drinkers (happy drunks) and better singers etc etc.. They have better image than muslims from Xingjiang, Han Chinese from Northeast and Henan province with reputation of thugs and crooks.

    Therefore I don’t buy into this news of ban against Monoligans. Without opening their mouth to speak, most cannot even tell the difference.

    As far as Blacks/Africans,CCP has been courting Afrian countries with money and gift. Last thing they want to is have their own police act against the wishes of central government within their own turf in Beijing.

    Whole thing is BS!! Only Anti-Chinese believe and buy into it.

    Outer Mongolians, especially the women, stand out pretty clearly in Beijing. China cares about African leaders and natural resources; ordinary Africans, not so much.

    I think Siddartha is underestimating the lengths to which China is going to prevent incidents and present a sanitized Beijing from Aug 8-24.

    Regarding the ‘no-fun’ olympics possiblity, I read in the paper a couple of weeks back that foreign olympic tourists were going to be restricted to Beijing.

    I thought WTF? Who would fly all that way in from Europe or the America’s and not even take in anything else of the country? I wonder if that includes the Great Wall, which is a ways out of the city. This could be the lowest-attendance Olympics ever.

    Mongolians see their independent country divided North and South. The North is free. The South is under the thumb of the Chinese. How much angst they have like the Mexicans over California, Texas and etc… . You have to ask one.

    People do not understand the minority problems China has.

    Their races smaller than the Zhuang that have their own independent countries and recognized in the UN.

    The Chinese understand very clearly the problems of the Northwest Muslims. They have been fighting for independence since the ??? Dynasty. Mao had to suppress the independence movement after 1949.

    There is the Northeast problem with Koreans claiming its’ ancestral homeland.

    There is Tibet as well.

    As for Africans and Blacks in China…

    One would have to live in China to understand this issue.

    I lived in China a long time ago, for a year of school, and so my opinions may be quite out of touch with new China. But since when has that stopped me from ranting?

    African exchange students were there in huge numbers. I was in Nanjing and there were, at some parties I attended which were organized by the Africans, several hundred black students. They were almost every weekend, and they bounced from one U. campus to another.

    These were big parties, they would rent big room and the sound systems were like those you’d expect if there was a large, live band. There were usually scores of white foreign students in attendance.

    The Chinese girls were curious and courted by them. THey danced together. There was always great, great AFrican music at these parties, and it was hard not to dance.

    THe Chinese men, in the scores or hundreds, mainly university students, would line up along the sides in long rows, arms crossed, and glare. For the whole night. The tension was palpable, you could cut it with a knife. It was hard to relax while all these Chinese guys sat there simmering. It was sexual jealousy tinged with racist hate, and it was both obvious and disturbing. And this was the HIGH point of our weeks there. From Monday to Friday, it was just plain surveillance and racism.

    In 1989 or 1990 , ( I was there in 92) hundreds of African students rioted in Nanjing against their caged, controlled existence. They ran out on the streets and fought with the cops. There wasn’t much news media coverage.
    The blacks had it bad in China. They had to learn Chinese, and then study in a 4-6 year program in disciplines like engineering, architecture, sciences, nation building type stuff– and they were all there on these gov’t sponsored programs. Back in the 70s the Chinese started trying to gain influence in Africa and spread Maoist style communism there. All these students in CHina stemmed from those days.

    But the poor students. They lived in cramped dorms with constantly failing basic services, were punished or kicked out of China if they got involved with a local girl, had no access to any food from home of any kind, lived on the tiniest pittance and, for good measure , were reviled by the Chinese for the color of their skin.

    Most of them would go home only once during their entire stay in China. It was such rough place, with such controls, such police state surveillance and punishment. Most of the African students really, really hated China. I can’t imagine having to stay in Nanjing for 5 years. I would have literally gone off my nut.

    One more tidbit. In those days, it was well known that if you went to Beijing, it was the Uighurs who approached you to sell hash or change money. Almost exclusively on the hash front, but there were many Chinese money changers working the streets too. The Uighurs were also well known for sleight of hand and would rob you blind in these money exchanges. ;p

    You don’t need dubious stories like this one to know how heavy-handed China’s gov’t is when the BBC just aired a story about Beijing residents next to the stadium who were forcibly evicted–so they could plant flowerbeds on their property.

    Also, the BBC says there is a huge operation under way to send millions of temp workers who built the Olympic facilities back to rural areas with no jobs for them once they get there.

    Add to this the fact that China is supplying Sudan with arms used for genocide and this is one Olympics the world should boycott.

    I am from Mongolia and hearing this news makes me upset. China has the biggest prostitution and drug link in the world. Mongolia has 2.8 million people and less than 1 percent of them could be practicing prostitution, not because of their will, but because of Chinese kidnapping. How can Mongolian 100 hookers disturb Chinese over 1 billion population. I lived in China before and I have never ever seen black person there in my entire stay. And how many blacks speak chinese??? And who moves to China??? Why would anyone would live in China??? This whole thing makes China the racist country in the world. We have more Chinese illegal immigrants and prostitutes and drug dealers in Mongolia. I thought Chinese invented that drug problem and prostitutes???

    I love everything about sports. But when the Olympic Games starts in Beijing, I am not going to watch. And neither should you.
    Call it the PEOPLE’S BOYCOTT. Despite worldwide protests, every major nation is sending its best athletes to China. That is all the more reason for you and me to stage our own silent demonstration. If you want to change the Olympics, change the channel.

    Anything less will make you party to the cynical brutality of China’s leaders, who have broken nearly every promise they made when they were awarded the Games in 2001. Although the government pledged to allow journalists unfettered access to the Internet during the Olympics, for example, censors have blocked Web sites such as Radio Free Asia and Amnesty International.
    This is the same regime that bankrolls Sudanese dictator Omar el-Bashir, who was recently indicted for genocide and war crimes in Darfur. But China turns a deaf ear to the international community, insisting that the Darfur crisis is an “internal affair”.
    And this is the same line it uses with respect to Tibet, of course, where China crushed a rebellion earlier this spring.
    Ditto for the jailing of political dissidents and the muzzling of parents who lost children during last May’s earthquake. “Internal affairs”, all.

    If you really believe that, go ahead and watch the Olympics. But if you think that people should have the same human rights, no matter where they happen to live, then it’s incumbent upon you to look away when the Games come on.
    The People’s Boycott will face objections, of course. I can already predict five of them:

    1. The Olympics shouldn’t be “POLITICAL”.
    That’s like saying unmarried men shouldn’t be bachelors. The Olympics have ALWAYS been political. They were political in 1936, when Adolf Hitler used the Games to burnish his international standing; in 1968,when two African American medal-winners raised their fists in a black power salute; in 1972, when Palestinian terrorists murdered 11 Izraeli athletes, and in 1980, when 60 nations boycotted the Moscow Olympics to protest the Soviet Union’s invasion of Afghanistan. One of those nations was-you guessed it- China.

    2. Protesting Olympics reflects “Anti-Chinese” bigotry.
    No it does not. It is a critique of the Chinese government, not of its citizenry. I have written hundreds of columns questioning the American Government’s behavior, in Iraq and elsewhere, and but that doesn’t mean I am “Anti-American”. So why does a demand for an Olympic boycott make me “Anti-Chinese”?

    3. The Unites States commits its own human right abuses, in Iraq and elsewhere. Like I said, I am not a friend of the war in Iraq. But I’m also free to tell you that, in print and in person, without fear of government goons harassing me or my family. Chinese dissidents aren’t so lucky.

    4. The People’s Boycott will penalize hardworking athletes. That was the best argument I have heard against a true Olympic boycott: if a country withheld its athletes, their toil and preparation would go for naught. Now that all of the nations are participating, however, it is hard to seehow turning off your television set will harm Olympic competitors. They’ll still get to play, but they’ll also get put on notice that lots of people object.

    5. The People’s Boycott won’t make a difference. Maybe not this year. But down the road, it will.
    After all, NBC bid nearly $900 million to broadcast the Beijing Games. If its TV ratings suffer, you can bet that the International Olympic Commitee- which derives the bulk of its revenue from broadcast fees- will think twice before awarding the Games to another dictatorial government.
    And remember: Whether you watch the Olympics or not, your children will be watching you. One day, people will read about the Beijing Games and ask how the world could possibly have played along.
    Your kids will have a ready answer:
    We didn’t. And they’ll be proud of it, too.
