		<description>This would be especially useful in the case of English teachers, of course. And considering the number of foreign English 'teachers' who don't know the difference between a participle and a preposition, perhaps they could come up with a test for us as well.</description>

		<description>They should test the ‘teachers’ on their bureaucratic skills.  They would pass with flying colors.   These employees of the government dole think themselves government employees’ first in the capacity of bureaucrats, not as teachers.   Their teaching title which they wear on their sleeve is in reality a distant second.    I don’t fault the legislation, for it isn’t testing what the employees are good at.   Good on them.</description>
