Allied pilots were reluctant to fly at low altitudes over Japan? because of the high risk of being shot down, so they'd fly too high and return not having dumped their payload or just turn around mid-flight and come back.  I don't recall exactly what threat the general used to force the pilots to complete their missions.  Maybe Lirelou will stop by and refresh my memory.</description>
