As far as I have seen in print, the only arrests have been those spies handed to the NIS on a platter by Japan. Also if Roh emptied the prisons of all North Korean spies and sent them home to the DPRK as a sign of "good will", there are supposedly none left in prison. But the DSC claims they have been arresting them with regularity. Something doesn't compute... Something doesn’t smell right.
