I haven't heard of Russian involvement in phishing in Korea, though.  Do you have stats on that?

Korean law enforcement's argument for denying human rights and due process to foreigners use the same "reasoning" as the arguments we've heard from the Bush administration regarding the treatment of terror suspects.</description>
