		<description>In the US, departments are established by congress and they cannot be eliminated without legislative assent.  For example during the Reagan Administration there was a considerable Republican effort to abolish the Education Department but that never went anywhere because it was a no go with Congress.</description>

I imagine that the ministries are like the US cabinet.  They fall under the executive branch, and don't need congressional approval, right?  (except for the secretaries/ministers) Maybe there are budget concerns?
