I Won’t Sign That

Outgoing Pres. Roh has indicated that he might veto LMB’s proposed plan for restructuring of the government ministries, which was submitted to the National Assembly.  Roh described the plan as “unfair, undemocratic, and rushed”  and added that “as a President who has to sign the law and take responsibility for it, I have to worry about it, since it is problematic, adverse side effects are expected, was executed in an abnormal manner, and goes against my beliefs and philosophies” 

OK.  But isn’t he leaving office in 33 days?

    I bet he got a phone call from someone who afraid of getting cut off. Fine Cognac is hard enough to get nowadays without having to worry about being able to pay for it, you know.

    Heh, like Roh can still do anything these days. LMB doesn’t really have to do anything right now. Just let the time pass until Roh exits out the presidential door.

    Can someone please explain how this works?

    I imagine that the ministries are like the US cabinet. They fall under the executive branch, and don’t need congressional approval, right? (except for the secretaries/ministers) Maybe there are budget concerns?

    Why not wait until Roh is gone?

    the National Assembly has the perogative to quiz future cabinet appointments. it’s a big spectacle.

    In the US, departments are established by congress and they cannot be eliminated without legislative assent. For example during the Reagan Administration there was a considerable Republican effort to abolish the Education Department but that never went anywhere because it was a no go with Congress.

    Why am I not surprised. Roh trying to stifle progress to the very last moment.
