LMB has stated that the Canal will be built “with 100% private funding and will not involve government funds.” Because of this he stressed that “it cannot be done unilaterally and that there is no government schedule for its completion.” Put it simply, according to LMB, the project is “in private hands.”
OK, does this mean that MB is finding a face-saving way out of building the Canal?
UPDATE
Apparently, LMB was talking only about the Gyeongbu Canal. The Transition Committee has announced that the Honam and Chungcheon Canals will be built with public funds and that there are “some parts that will be done by private concerns and some that will be done after agreement by the government.”
Interesting, the big fish he gives to private concerns, and the little fishes he keeps to himself. Considering that the little ones aren’t much of anything without the biggie, it looks to me that he’s giving the impression that he’s still interested while keeping the door open for possible cancellation of the project.

Public or private, the public still bears the burden of this project in terms of the effort exerted on this project that would be indirectly paid for my taxpayers. Additionally, this can not be good for what environment there is.
LMB will gain the same kind of disdain that Roh got if he keeps pushing this sort of impractical agenda.
