"Election-rigging" takes more than spreading fear, uncertainty, and doubt about the opponent and stymieing the opponent's campaign staff. Absolutely, there’s no rule against winning with a simple plurality of the votes. If 10 people ran for President, you might be able to win with only 11% support.
