Again, there are so many factors that must come togenter in just the right manner for something like this to succeed on the social level, otherwise it will be a sterile glass and steel ghost town with no meaningful cultural reference. It's supposed to be one part of the 'Han River Renaissance Project' that will create 'new parkspace' (aka 'let the construction companies run amok') in several different locations on the Han River.
