		<description>Yes, pouring billions of dollars into North Korea has certainly helped South Korea to gain important leverage in the North. Just look at the several family reunions they've held, and the fact that North Korea always comes to the South first to beg for (demand) more aid after the latest famine/flood/train accident. With such successes from no strings attached aid, why doesn't the US jump in and pour billions upon billions into the place, no strings attached, of course?</description>
