Myself, in my readings on the topic and on my visit to Vietnam talking to some people in and around Danang (where many Korean units operated), i never heard much of anything about widespread Korean cruelty to Vietnamese *civilians*.  What i've heard plenty about has been widespread Korean cruelty to capture Vietnamese Communist fighters...  that's what made them feared by the VietCong.  Those Vietnamese we talked to on that trip had nothing but good things to say about the Korean soldiers, and many infrastructure projects they constructed -- the paved highway (unusually nice quality for Vietnam) between Hue and Danang is still called "the Korean Highway" and people seemed to appreciate it.</description>

sorry, I did not know this blog was the bible of korean studies.  Talk to some Vietnamese who experienced first hand or some of the Korean soldiers who were there.  Additionally, I believe there were several reports about this in Newsweek and other publications.  
The reason I believe they were effective is because their cruelty was widely known and people were very afraid of them.  Much like the police force in Korea was once widely feared.</description>
