Running around naked in traffic is probably a Hmong tradition. More understanding is called for here.
The other way of looking at it is that Korea’s hacks are getting their own back.
While I normally have little compassion for GIs trying to pass themselves off as an English teacher, this is an unfortunate incident.

You know, i actually think the “saga between USFK and taxis” is an appropriate thing to call it. I know back in my Kunsan days there was enourmous amount of antipathy between the cabbies and the troops. I personally attribute it to all of the rip-offs and extra-pricey cab fares near curfew time.

Well, I’ll be darned. I told you dem Huh-mong people was nuttin’ but trouble. Why, one of dem lil’ brown troublemakers killed 6 of my friends here in America, the bestest damned country on God’s green earth.
Okay, in all seriousness, what in the world is going on with these Hmongs in the US armed forces? The guy in Wisconsin was a former US serviceman as well.
