		<description>Its fair to blame America but Korea shares the blame. When Canadian soldiers die, Canada shares the blame.  But America is equally culpable. So are the soldiers who die for participating in these crimes. It should be understood however that words like America, US, Canada, Korea are metonymns for the power-centers and not the country as a whole.</description>
