Well, if true, it's a step up from black market marlboros or counterfeit money.

My employer uses a private travel advisory firm, who alerted us that the Norks experienced a measles outbreak in November that killed four and infected 3000.  KJI notified WHO and ICRC just this month and requested millions of vaccine doses.
