North Korea wants to return to the six-party talks and Pyongyang was unlikely to carry out a nuke test.
We know this because North Korean officials told Selig Harrison so.
Oh, and financial sanctions were impeding North Korean efforts to open up to the outside world and carry out economic reforms because they were blocking foreign investment and trade, but at the same time, there were no signs said sanctions were threatening the regime.

Most of Harrison’s points have been undermined by the nuke test announcement. North Korea is great at fucking its friends — ask Harrison, China, Roh Moo-hyun….
