Top left, cell phones have been developed.  Balloon says, it's a military coup meeting.

Top right, traffic jam.  Balloon says, Damn it.  The tank can't beat the Seoul night traffic.

Bottom left.  The government can't censor the press.  The press is getting on the internet, exposing the military coup, even before it happens, thus, making it nearly impossible to pull off secretly.

Bottom right.  The military leadership is too smart to attempt a coup.  Balloon says, "Do you think we're stupid?  Who would attempt a coup, knowing about cell phones, Seoul traffic, and the press that can't keep its mouth shut?"</description>

		<description>In addition, I really doubt that the old "just obey orders without any questions" authoritarian mentality would hold up with the younger generation soldier-boys sufficiently for succeeding with a coup -- especially since more of them are supportive of the current administration than among the general population...</description>
