The implementation of Korea’s “Hub” plan sometimes reminds me of a Santa Claus in a department store. A parent gets their kid all gussied up for Santa, hair neat, clothes straight, and socks so white you need sunglasses. They go and Santa puts the tyke on his lap. The kid swears up and down on how good a kid he has been and asks for riches. The parent looks on, beams, and thinks what a wonderful child they have. Then as soon as the kid is home he puts on an old t-shirt and starts pulling the cat around the house by its tail.
I am reminded of this analogy as I read a new recomendation from the parents:
The government should publish regulations in English as part of programs to make the nation an international financial hub, Seoul Financial Forum said.
“The financial hub plan, which shifts economic focus from the manufacturing to financial sector, is like writing a new chapter in our economic policy history,” said Seoul Financial Forum Chairman Kim Ki-hwan, at a seminar to suggest high-priority initiatives and short-and medium-term policy targets for the government.
Actually I have a much better idea, especialy considering the scandals these days, instead of the government publishing regulations in English why not FOLLOW the regulations no matter what language they are in.

I have to call B.S. on this one. I am fairly convinced that it is I, Brendon Carr, who is the “most trashiest of expats.” Also, most handsomest, most successfullest, and most funnest. But I did used to live in a house whose last occupants were goats, in a rural Missouri town with a population of eight. That’s pretty trashy. Regardless of whether there’s a more trashier expat, I am sure my boyhood days in The Goat House™ (as my mother, perhaps feeling a bit let down by the splendor of her life, called it) makes me the most goatiest.
We should have a competition.

Wow… I’m surprised at Pawi… I had thought that he at least had enough of a comprehension of English to know that ‘most trashiest’ isn’t a proper superlative, even if he was too lazy and weak to actually hold down the shift key in order to capitalize the first letter of every sentence. But then again, I may be wrong. After all, there could be other reasons for not using capitalization. I hear it can be rather difficult to capitalize sentences if you’re typing with one hand, for example.
At any rate, the award for ‘trashiest expat’ was given and settled a long time ago — to Pawi’s mother. Only when she has passed on will the crown be able to move on. Of course, Pawi’s just jealous that Robert hasn’t asked him to contribute to the site yet, even though he sends at least a few emails a week with his ‘ideas’.

But seriously, folks…these regulations are not published in English already!? What have foreign investors had to do all these years, then…just relied on bilingual lawyers who are hopefully interpreting the rules correctly, since even the slightest mistaken nuance could conceivably result in serious trouble? (No offense to Mr. Carr.)

The Goat House™ was in central Missouri outside Columbia, closer to Kingdom City really. St. Louis was the big step up when I was starting high school. Actually, we didn’t move to St. Louis, we moved to Kirkwood, a well-off suburb eight miles out. Kirkwood was 1000% less goatier but my inimitable Dad still found the equivalent house in Kirkwood — it was full of burnout potheads. We chased them out too. (Dad is into home- and neighborhood-improvement.) Interestingly, the move to St. Louis was in order to get into the broadband Internet business — in 1983.

Ack. More hub talk? Considering that South Korea can only barely be considered the ‘hub’ of even things that the people and industries there are good at, how can South Korea hope to be considered anything like a financial hub? Heck, South Korea isn’t even the hub of kimchi production.

It’s never going to be the hub of anything as long as North Korea exists. N.K. is a physical barrier to free trade in the region and a political obstacle to a common market (well, along with the mutual hate among the Koreas, Japan and China). In the meantime, Hong Kong is still Asia’s main financial center, and the xenophobic ajossis here are nowhere near its global reach.

I didn’t want to bother the trashiest of expats but it was in the headline and stood out.
The following of regulations seems to be rather arbitrary here, regardless of lanaguage. Better English - in all areas that might contribute to business, tourism, etc - would be nice, though I’m not convinced Korea is, at heart, “Hub” material. Hopefully, the “Hub” concept will eventually be clarified so that it might actually go beyond being another local, ambiguous buzzword. Not holding my breath…
For the record, The Goat House™ was originally built for human occupants. In rural towns with a population of eight souls, but which have seen better days (think former population 50), there are almost always structures in various states of abandonment and ready to be reclaimed. So it’s not like we lived in a barn, it was just a small, shabby house from which Dad had to chase the goats.
From the perspective of the goats, though, they were livin’ large until we showed up.
