Gyeonggi-do cops have busted two Koreans, including a 50-something year old Mr. Han, for employing unqualified ethnic Koreans from China as Chinese instructors at their Chinese-language hagwon.
A total of five individuals were booked, presumably including the instructors. None were Canadian, as far as I can tell.
Han is being charged with hiring unqualified Chinese-language instructors, including ethnic Koreans from China studying in Korea.
A police investigation revealed that Han hired the unqualified teachers because they were willing to work for half of what ordinary, qualified Chinese-language instructors make.
Police believe that with the demand for Chinese conversation classes skyrocketing, there are growing numbers of unqualified Chinese-language instructors working at schools throughout the Korea.

Not sure as to the Canadian reference for a “Chinese Hagwon”???
Also I’m wondering what qualifications one needs to teach conversation. If you have a lesson plan and are fluent in the language isn’t it listening and speaking that they are practicing with the students?
