You've been studing at the OMN/Hanky school of journalism again. US policy is to encourage other countries to crack down on trafficking, i.e. coerced prostitution. There is a plausible argument to be made that legalized prostitution encourages trafficking, so the Ambassador's making the connection shouldn't be a surprise. But that's just jawboning, and it's irresponsible and misleading to characterize US policy as going beyond enforcing anti-trafficking measures. Cheap Shot!
