Am I missing something? The list of people Paasikivi castigates, - at least as detailed in the excerpt — all of whom, except Roosevelt, are richly deserving of disdain — don’t include any of those responsible for the West’s involvement in the Korean war. Your headline thus seems very misleading.
Paasikivi was castigating Western leadership in general, although you’re right–the guys on the list were not involved, as far as I know, with the Korean War.
Considering that Finland was, at that time, well, Finlandized, it’s obvious what was going on.
