AP takes a look at Internet harassment in Korea:
South Korea is the world’s most wired country, boasting the highest per capita rate of broadband Internet connections. But there is a growing sense that high-tech prowess hasn’t been matched by the development of a mature online society, creating a growing problem of what is known here as “cyberviolence.”
That includes anything from online insults to sexual harassment and cyberstalking, and complaints over such offenses more than doubled last year to 8,406, according to the Korea Internet Safety Commission. The most complaints were for slander, which tripled to 3,933 cases in 2005.
Authorities here have been trying to come up with ways to keep the peace in cyberspace, a mission of some import in an extremely wired nation blessed with a vibrant Internet culture. Unfortunately, some of those measures have had unintended consequences; the imposition of a real-name system for online transactions, for example, may have increased the danger of identity theft. Meanwhile, the Korea Agency for Digital Opportunity & Promotion has issued textbooks on IT ethics to 5,000 middle and high schools across the country in a bid to build a healthier Internet culture.

how about “drive-by, anonymous spamming from one’s ISP? Here is just one of many, many examples I get wherein the spam appears in the mail account even though my e-mail address is nowhere inside the header:
