I do believe that everyone agrees that the overcongestion and over-centralization in Seoul is a problem and obviously moving the capital would help solve that, but many people who agree in principle cannot agree on _where_ to move it or oppose a move because it would cost so much. I for one would like to see the capital moved to Gaeseong after reunification. I've opposed moving the capital to the Chungcheong region because it's "anti-reunification."
