I would argue that the fact that East Germans visiting Hungary new they would not be turned back if they escaped to Austria where they could easily travel to West Germany where they were guaranteed to be accepted by German law had a huge impact on the collapse of the DDR. The fact that Hungary defiantly continued to issue tourist visas to East Germans despite the near certainty that they would defect to the West also had a strong affect on the downfall of East Germany.</description>

		<description>The Korean government makes a distinction between ROK citizens and ROK residents. And when they are in China, they are not in the ROK, de facto or de jure. 

Technically, yes, they are ROK citizens. But the ROK government makes a distinction between ROK citizens residing permanently in the ROK and those that don't; it's hardly surprising then that a distinction is made for ROK "citizens" who have never legally resided in territory effectively controlled by the ROK government. 

You may be right that all of these rules violate the Constitution (if so, please show me where; this is not a statement of disbelief, but a desire to know if, yet again, the South Korean government has been enforcing unconstitutional measures). This would effect the differential treatment experienced by overseas-residing kyopo, as well as any ROK citizen who obtained a "green card" from another country. 

And none of this negates the fact that critics of the ROK are engaged in quite a bit of hypocrisy when they bash Seoul on the one hand and then seek all kinds of economic and political deals with Beijing on the other: it is Beijing that is responsible for the catch-and-return policy, not Seoul. 

Let's see Washington (or Ottawa, Tokyo, Canberra, etc.) put its money where its mouth is and make a deal with China to stop catching and returning North Korea refugees, with a promise that they will take them. You want to see the regime in Pyongyang fall? Bleed them of people.</description>
