Chosun Ilbo Washington correspondent Heo Yong-beom obviously believes he’s found himself a winner with this Henry Hyde story, because he ran another piece on it today, this time pointing to White House spokesman Scott McClellan’s admittedly humorous handling of one reporter’s dogged attempt to get a White House position on the whole “who yo [main] enemy” issue/non-issue.
Now, I’ve explained why I believe the deletion of the “main enemy” clause in the 2004 Defense Ministry white paper shouldn’t be an issue, and while I think there are problems that need to be addressed, the Chosun’s pieces may be geared more toward a domestic agenda. Having said that, it would have been much better if Defense Minister Yoon Kwang-ung had done the explaining rather than Unification Minister Chung Dong-young, about whom I’d imagine U.S. Republicans have some serious reservations. Being a Defense Ministry matter, it was Yoon’s issue to handle, anyway.

Use an uninformed comment from Hyde (even though there are “issues tha tneed to be addressed”) for all its worth. Meanwhile, leave out any story suggesting Roh even has the ability to be displeased with NK out of the Chosun’s English pages.

It’s no secret that Roh is very suspicious of the bureaucrats in the Foreign and Defense Ministries. But he’s comfortable with the political views of those in the Anti-Unification Ministry.
A example of this is last month when Foreign Minister Ban said South Korea would suspend a shipment of 500,000 tons of fertilizer to the North, until they return to the nuke talks. The next day, Unification Minister Chung overruled him and said the shipment would continue.
Roh is using his Unification Ministry as the face for his policies, even in the areas of foreign affairs and defense, because they agree with him.
