"Insufficient internal transport planning" is newspeak for "All of our trucks and railcars are being used for the mobilization for attacking south as soon as the rivers freeze thick enough to drive across." Also, when they want the charcoal and heaters, they'll be able to pick them up themselves when they are on this side of the border. Communicaion discussions have been put off because their communications node centers are currently targeted and need to be moved to alternate locations prior to the attack, or else they won't be able to control their Scud volley fires effectively.
