This seems to me to suggest the government believes it runs the risk of open revolt if it seeks to crush these measures done in utter desperation. Perhaps the regime believes the people will think, "Well, I'm going to die of starvation anyway, why not make it a short death by taking out my anger on the government -- who has shown it can't take care of me either."
