But the answer might be much simpler than the logic of national interests - personal interests. No significant amount of money seems to ever change hands in Korea without some sort of kickback to the middleman. It is highly probable that those who are dealing with the North are enriching themselves at the expense of national interests. This simple logic could explain the otherwise apparently irrational public statements and policies of Roh and others.
