Some in Seoul might show concern about the large quantity of North Korean artillery supposedly trained on the capital, but during a Defense Ministry audit today at the National Assembly, Defense Minister Yoon Kwang-ung suggested there might be nothing to worry about:
About how serious a threat was posed by North Korean artillery, however, Joint Chief of Staff chairman Gen. Kim Jong-hwan said, “I want to say once again that it poses a severe threat to the metropolitan region.” Contrarily, Minister Yoon responded cautiously, saying, “Because the international community would raise human rights issues and it would fulfill the conditions of a war crime under international law if many Seoul residents were killed in a North Korean artillery strike, it would require a strategic decision to make innocent city residents targets.”
Well, knowing that the decision whether or not to reduce Seoul would depend on Kim Jong-il’s conscience, I can sleep better now.

That’s truly frightening, but bear in mind that the defense minister was probably thinking about his apartment investments when he said that, although he might additionally be mentally challenged, it seems to be a party characteristic. they can always say they were aiming at osan air base and the shells fell short. or they were trying to take out yongsan or CP TANGO. all of which at legitimate targets.
The Norks will almost certainly shell and gas Seoul. Then, they will scream that the United States did it. And whatever South Korean public survives will believe them. No lie is too big for a Korean to swallow.
This is coming from the same party that said the passing of the human rights act concerning North Korea in the US would cause higher “tension” in Korea. What happened. I thought we all need to be blind to human rights abuses and certainly Kim Jung Il is no exception.
