Donald Gregg is currently head of the Korea Society, so despite his CIA background is probably in a better position than most to talk to the North about it.
I myself would like to see the US include it in its list of demands during future negotiations. That way feed NK some of its own medicine.
I think an interesting, although highly unlikely, option for the American gov’t during some tense moment in negotiations with N.K. would be this: the obliteration and sinking of the docked Pueblo with cruise missiles. With a subsequent and enigmatic “Hey, it’s our boat we have the right to sink it” comment. It would be an excellent slap at North Korea - too small to draw response, and symbolic enough to call into focus the US ability to obliterate the North, a fact often forgotten.
Or perhaps a cutting out expedition (example at http://www.history.navy.mil/do.....const2.htm).
