This has to be one of the dumbest foreign aid decisions ever. Courtesy the Korea Times:
South Korea will provide 350 tons of dynamite to North Korea this year for construction of inter-Korean railways and roads, the Unification Ministry said on Wednesday.
The explosives will be handed over to Pyongyang under guarantees made by Seoul last month to offer logistical support for the North’s construction work.
Work has been under way to reconnect railroads and roads that have remained severed since the 1950-1953 Korean War.
In previous talks in August, the two Koreas agreed to re-link the railways by the end of this year, but reconnection by the deadline is unlikely since the project has been delayed for political and financial reasons.
Gee, just what the North Koreans need - more stuff that goes “bang.”

*snort* The South Korean government may want to avoid Rangoon for the next year or so, then.
This is not quite as big as the initial KumKang port construction. There was a north Korean special forces base where they wanted to put the cruise ship dock, so Hyundai paid to build a new base for the NK SOF further up the coast.
