Hankyoreh on suspension of reactor construction

OK, who forgot to tell the Hani that the 1994 Geneva Accord is already dead?

Good try my rightist blogging comrade, but the Chosun made pretty much the same statement.

    See Chosun:
    “??흹?째???????????짠??째흹?째흹?쨍째???(KEDO)?째???쨋???흹 ?짼쩍????징흹 ?짹쨈??짚 ????????? 1????째? ?짚???짢??짚?징흹 ?짼째?????짢?흹쩌?징흹??짢 ?짠???흹 94??? ?짼쨈?짼째??흹 ??쨍?쨌?쨋? ??흹??짚?째?????????째???????짚??? ??쨈?????™€?????짚.”
Hastily transed as “The Korean Peninsula Energy Development Organization has decided to halt construction of its light-water reactor in North Korea for one year, a decision essentially meaning the “Agreed Framework,” signed in Geneva between the United States and North Korea, has been rendered ineffective.”

Ah, my progressive comrade from the Left Coast, but at least the Chosun admits that the deal has “essentially dead” for a long time AND recognizes that it’s impossible for the reactor deal to continue while the North constantly declares its intention to go nuclear. The Hani lends no credence at all to American (or Japanese, or EU) concerns - heck, it hardly makes mention of them at all - although it does express profound concerns about the North’s possible reaction and the negative effects the KEDO decision could have on the six-party talks. Granted, the Chosun expressed a number of the same concerns, but reached a very different conclusion, and as I need not tell you, the tone was completely different.

HERE IS KCNA on the KEDO move, FYI:

“A spokesman for the DPRK Foreign Ministry today gave the
following answer to a question put by KCNA as regards the
reported U.S. intention to stop the construction of light water
    reactors and formally declare it:

“The Bush administration is reportedly contemplating putting
the KEDO in motion to decide to stop the LWR construction and
    formally declare it.
“If this is true, it would mean that the U.S. would stop the
construction of LWRS in the wake of its suspension of the
supply of heavy fuel oil and thus unilaterally and finally scrap
    the DPRK-U.S. Agreed Framework.
“This is nothing surprising to the DPRK as it had already
    expected it.
“What matters is why Washington is so getting on the nerves of
the DPRK at a time when the resumption of the six-party talks
    is high on the agenda.
“This compels the DPRK to doubt whether the U.S. would come
out to make a switchover in its policy toward the DPRK in case
the six-way talks are resumed in the future. This makes it hard
for the DPRK to understand the U.S. attitude.
“The present situation clearly shows us what we should do to
cope with the U.S. pressurizing position. It also provides the
DPRK with a reason strong enough to take the most appropriate
    measure when necessary.
The DPRK has so far suffered huge political and economic
losses due to the U.S. noncompliance with the agreement on the
provision of the LWRS. Tremendous is the adverse impact it had
on the development of the DPRK’s national economy as a
    whole.
“The U.S. and KEDO are obliged to make full compensations to
the DPRK under relevant articles of the LWR agreement as
Washington has caused such huge losses to the DPRK by
refusing to fulfil its commitments under the AF.
“The DPRK will hold them accountable for this to the last. It
will never allow them to take out all the equipment, facilities,
materials and technical documents now in Kumho area for the
LWR construction till this issue is settled,”
