Blind leading the blind?

Not quite sure what to think of this:

TAX COLLECTORS LEAVE FOR SOUTH KOREA

Ulaanbaatar, November 3. /OANA-MONTSAME/. Tax collectors have left for South Korea to improve their professions.
According to the cooperation agreement of the Taxation Services of Mongolia and South Korea, South Korean advisors and specialists arrived in Mongolia and conducted a research on Mongolian taxation structure and organized a training. In connection with it, the above employees of taxation services in rural countries, Ulaanbaatar and districts are to be involved in 14-day training.

Another delegation is expected to visit Beijing next week to improve their understanding of multi-party politics.

    Reminds me of the Korean soldiers sent to Iraq to help bring law and order to the nation.
