The operators of jinbo.net were from the very start against things a national identiy card like we have in the jumin deungnok jeung ("resident registration cards"). I especially recall a campaign against the new jeungs when they came out a couple of years ago, since they would enable better fingerprint retrieval. 
So they don't require id numbers. They don't believe in them.
