My guess is that Japanese women are significant consumers of porn, and the foreign men are in there to match their fantasies, i.e. regular Japanese girl gets it on with hot foreigner guy. In Korea, porn is mostly only consumed by men, so the formula is confined to matching the fantasies of the ordinary Korean man.
